Can't "Proceed to Checkout"

Like everyone else, you can't go to checkout from the cart. It just refreshes the cart view. Support and Chat were no help. I don't think they care. One woman was "Veronica" and the other (female??) "Kechchu". I also had this problem last month and it's still not fixed.
