I was having this issue with the Walmart app. I wanted to add a new card to the app to take advantage of the 5% cash-back promotion. The issue for me was that at a point in time in the summer of 2022, I had mail forwarded to a PO box and CITI bank decided to change my mailing address to that PO box. So my mailing address was the PO box and my residential address was my home. So I changed my mailing address to my residential and I was able to add my Citi bank card to my PayPal profile for the Walmart app.
