I've never gotten this or any other error from my card. Only Walmart. I've even ordered on Walmart before without issues, but the amount this time was $750 for a cell phone, much higher than it usually is.
So either: 1) Walmart sucks a!* and doesn't work, or
2) Banks flag Walmart as a shady a!* company and decline expensive purchase requests.
