tried to make a payment...

I had to reregister my account because I had not used it for awhile... I struggled getting it done, but accomplished it.  I put in all the information but the confirmation page came up and the processing "wheel" spun for hours.  I do not want my payment to be late, since it said before 5:00 and I started it around 2:00 pm.  Help, I tried to get back on to confirm the payment but the site is still down.  Other customers are haVING TROUBLE TOO!
