Cannot make Transfer or pay bills

Tried to  transfer between two Chase checking accounts and at final stage it says cannot complete transaction, contact customer service. 

Tried paying a bill and same result. Called Customer Service, high volume, waiting for 10 minutes now.

Discovered that our two Chase accounts are out of whack. Our mortgage account is at ZERO--quite distressing since our mortgage comes out automatically today or tomorrow--AND our other life-stuff account has too much money in it. Can't pay my bills until it is all straightened out. Maybe we should withdraw the extra from our life-stuff account and have a great weekend?

Transfer activity that was scheduled 1/1/2014 did not post although Transfer Activity reports this.  This is extremely interrupting because puts my account in negative balance.  Spoke with Chase rep, who admitted the known glitch but could not provide an ETA for repair. In the meantime, I have no access to cash. Very annoyed.
