. . . if Capital One gives its IT department insufficient resources to solve problems in order to drive up the interest payments of credit card customers who cannot manage their accounts due to "technical problems" -- because the site has been nearly inaccessible for weeks . . .

It's great sites like sitedown.com keep track of this stuff -- it's online records may come in handy for things like class action lawsuits.
