Problem with network location

I fail to see why my "network location" is significant, or why this is somehow my problem, when it only is a problem when I try to access Disney App services.  

I suppose it is at least an improvement over the Disney app simply crashing without any error code, as it has been doing on my iPhone and Android tablet for the last week. 

Sorry; it's just frustrating. Thank you for reading this far. Any advice (beyond "call your ISP") is appreciated.
