USPS Click - N - Ship not accepting Paypal payments

USPS is not accepting Paypal payments from last 16 hours sins 03/07/2014 6pm. The error message pos up like this '

Sorry, your transaction has been declined. Your transaction cannot be processed at this time with this payment type

I've been getting this message for the last several months no matter what payment method I use.
