Why cant they solve the issue, its been declining payments for days

Actually it has been months. It first happened to me in January and has been happening intermittently ever since.
I called USPS to report the problem, a lady answered & made it seem like I was the only one having the issue. I asked her if they are aware of the problem & she ignored my question by asking for the username, she then hung up on me while I was waiting for her to "fix the issue".
