It will not take paypal or my credit card. It says its declined but I have been using the credit card and it says the same about paypal

I have been having the same problem for about 3 weeks. My company spends a few grand every month shipping with USPS (Click-n-Ship). We now have to go into the post office and it's costing us more money than when we ship online. We even created 2 other accounts to see if we could fix the problem. We tried with PayPal and with a VISA. It seems as if our company has been blacklisted (by mistake, I'm sure) and we are unable to check out. The 1-800 Reps at USPS has not been helpful. No one seems to know what to do. Any help would be amazing..thanks!
