I got the same error code, and I called Netflix support a couple times. The customer support is essentially reading from a script. When I finally got ahold of someone who knew anything he basically told me they don't know what the error code was so after the 4th call and over a month of being down, I finally canceled My subscription. I downloaded Hulu with no problem and I can stream with no problem. If you call tech they will eventually tell you it's your browser or if have are a Mac user it's apple. It's not I called them too an I called silver light and anybody else I could its a NetFlix problem for sure.
