Cannot Buy Items or Post a new item for sale

As of 13:02 PST I still cannot reliably perform:
Cart retrieval
Purchase any new item. Transfer to the payment interface fails
List a new item for sale. During creation of the listing the creation fails at various points.
Failures due to various reasons:
Page not found.
No response form the site.
Data lost during internal service transfers.
Service unavailable on the target server when referred.
