Can they not put up a simple maintenance page for their end users?
This is ridiculous
Can't log in to pay my bill.
If the site is down, for whatever reason, why not detour to a defalult page allowing Customers to know there is a techical problem with the site? This will prevent the Customer from thinking there's something wrong with their Computer's function and/or Programing, resulting in downloading unnessasary programs to fix the problem (which all 3rd Party websites will tell you). This is rediculious! A simple fix for keeping your Customer base!
