I have been trying for two days to log in to the site to make a bill payment. What are we supposed to do?

I cannot access the site at all. I type in my user id and p/w, but the page freezes up. I have tried Chrome and IE. FYI - I have had consistent problems with the website for over a month now. It seems to have started after some changes that you made. It's getting very annoying.
