Debit Card was declined for 4.00! When I have money in my account and the website and phone applicaiton both arent working.

Same here. Debit card was denied even though I have sufficient funds. Couldn't access the website or IPad app yesterday and today. No email notification from Citibank about this mess. Will be closing my Citi account after this is resolved. Totally unacceptable.
My ATM Card was denied yesterday also - when I know I had plenty of money in there. All day today, I have been trying to access Citibank online and it won't let me in!
