I have tried calling local stores, another AT&T cell phone, and a VOIP phone. My phone says, "Calling...." then comes back "Call Failed:"

In Lake Charles, LA area. Unable to make successful outgoing calls to some landline exchanges in area code 337 from cell phone. Call rings on other end and person receiving can hear caller but caller can't hear other person. Not all exchanges effected. Incoming calls to cellphone from same wireline phones go through OK with good recieve and transmit. Exchanges with problems so far: 337-491-xxxx; 337-439-xxxx; 337-721-xxxx; 337-527-xxxx.
Spokane washington my At&t is also not work from 8am up till now 1pm still not able to text or anything like that.
