Cannot sign on to web based email account

Att Yahoo web based email server not coming up, if it does very slow to get response and will not respond to sign in.

I have not been able to get on email for hours.  This has been a problem for the past week, is AT&T going to notify customers of what the problem is and when is it going to be fixed??
