App Access on Apple devices working, ATT internet access via WIFI, 4G, LTE DOWN, Email DOWN

Can't access email, via wired, wifi, cell, Uverse - seems a MAJOR issue. Weird. Am in Los Angeles here. Sites like apple.com are accessible and their systems show working,  many apps are functioning (via Apple) Uverse app is DOWN... Been on hold with ATT tech support for 25 minutes.....

Same in Baton Rouge, Louisiana. I can get my mail on my Iphone but not on my laptop via webmail. Can't access any att.net site. Called and they were no help. Did a ping test from command prompt and can't connect. Can connect to all other sites. Tried both Internet Explorer and Chrome so it must be ATT.
