I have an old Bellsouth.net email address and my at&t email was down, too. I got it working again by doing the following in Thunderbird, my email client:
Go to Tools/Account settings/Server settings. Your POP mail server name should be: inbound.att.net and the port should be 995. The user name had not changed, it was my full bellsouth email address eg. username@bellsouth.net. Connection security: SSL/TLS. Authentication: Normal password. The Outgoing server (SMTP) settings had to be edited. The new server name: outbound.att.net port: 465 Connection security: SSL/TLS. Authentication: Normal password and the user name: my full bellsouth.net address eg. username@bellsouth.net
