Site looks like its up, but glitchy. Call Center is down

I tried paying online, and when I hit the button it froze. I thought it didn't work, but I got 2 email confirmations that payments went through...I called the call center and did the auto phone pay before I got the confirmations. I can't get ahold of anyone.
