Finally logged in now bill payer is not accessible (local phone number out)

Finally after I cleared my cookies and rebooted it let me in to my accounts. However the bill payer option was gone and that's what I was logging in to do at the time. Tried to call the branch number and the phone acted as though the number did not exist.
