Unable to login into account/reset password

I'm a victim of identity theft, I've attempted multiple times to download a secured document using the hyperlink it would not transmit. I've attempted several times to reset my asswrod but the system would not allow it. Error: We are unable to find any accounts that matched that verification data you porvided.
