error 313 cannot log in or pay for upgrades!

Tried logging into weebly all weekend up until today and cannot access my account or website which is really important. It is crucial i get this website out soon and weebly is just being an inconvenience. I also cannot pay for the upgrade as every time I enter my card details it says "transacion denied" - i have tried multiple cards and nothing is happening. Please fix!
