trying to activate new phone and can't login

I've been trying to activate my new phone for over an hour.  630-417-6501.  When I try to get to the cloud it says service not available and to try later.  This is to backup my data.  I'm connected to wifi so signal shouldn't be a problem.  I can't switch phones until I can backup my data.
