Site not functioning correctly

When trying to make a purchase for the past week, can't move past "Customize Your Plan & Get Accessories" page. When going directly to cart to bypass that page & check-out, cart redirects me to that page to "complete my order". Chatted online w/rep for half an hour...no resolution. Called 800# and spoke to rep who advised that because I was not an existing customer, she would not submit a "trouble ticket" because it would take at least 3 days for them to even begin working on the issues and "their website is always having some kind of issue"...??? Please resolve!
