USPS Informed delivery not working

No informed delivery notification yet day 3 of mail being delivered. Mail also partially opened allowing viewing of FINANCIAL DOCUMENTS!!!! Post office not answering phone calls regardless of time you call. This, right before the holiday rush. Perfect USPS way to go. AND you increase prices!
