can't sign on

i've been having trouble alll week.  was finally able to assign a new passwod after being locked out.  took multiple tries to get the pin number and not be logged out before it came through (which is really a good thing).  kept trying new password, site would look like t is going to load, but only gets through the first part of the chase grey bar graphic at the top of the page.  Just sits there.  Sometimes my brower sent to the "IE cannot display the page", but not always.
