Upgrade eligibility

i am eligible but says I am not eligible to upgrade from iPhone 4 to iphone 5S. Actually 3 phones on my account are eligible but I am only offered the full price for an upgrade. I checked earlier in the day to make sure everything was okay. Everything went smoothly but suddenly, after the 5S preorder online, I am no longer eligible. There must be some type of error
