Login results in diversion to "Technical Difficulties Page"

After entering ID and Password, clicking Sign In takes on to a "Technical Difficulties Page" with the message 
"We're Sorry. We cannot process your request at this time. We apologize for the inconvenience. Please try again later."    Tried two different accounts, but get the same message.
