imap outgoing server reporting long response times

smtp.mail.yahoo.com was functional this morning, then around 18:00 the server could not be found.  Now it is available again but the response time is 2 to 3 times longer than other servers.

The result of the above is some accounts cannot send email.  An intermittent situation.
