Sorry, your transaction has been declined. Your transaction cannot be processed at this time with this payment type

I was able to print a label once on my first try but after that I've been getting the same "Sorry, your transaction has been declined. Your transaction cannot be processed at this time with this payment type" message.  I've tried different methods of payment and paypal but still nothing is working.  It appears alot of customers are having the same dilemna.
