Click & Ship Broken

With the new website upgrade (looks like privacy policy added or something) the Click & Ship function is broken. Cannot create a label. On first page, I type in the address information, choose my service and scroll to bottom of page to find link to next page for payment and there is none.  There is no way to go further.  Tried in all 3 browers (Safari, Firefox, Chrome).  I'm using Mac, OS 10.9.5.  It is impossible to use Click & Ship any more. Why is there always something important broken whenever you do a web site upgrade?  This is so messed up!
