Cannot complete customs form

I fill out the form and when I click next, I get a message that "the system is experiencing problems, try again later" ... I need to get this package ready for pickup in 1/2 hour!  I tried calling USPS Technical support, and was on hold for 15 minutes.  I work at Cornell University, and have other things I need to get done.  What is the problem?
