internet explorer down

i use myyahoo.com as my homepage. i have run scans, deleted unnecessary files, and it remains down. even if i go to a different homepage. it just keeps "spinning," and if i try to install anything it says IE is still running on my computer and won't let me do anything. chrome is sort of working but not well. my connection says it's ok, but it has been going on and off. i had a java virus in december but quarantined the files and things had been working well for weeks until yesterday (1/13). i'm not sure what else i can do. a script may be running but i don't know. i've never had this problem to this extent. but i need to get IE runing again.
