Paid for two labels to Canada. Cannot print the two labels. Cannot cancel labels. Am not granted access to USPS "Print Label" page. Only see buffering symbol turning.

On 11/27/14, I generated two back-to-back labels to Canada. I paid for the two labels through PayPal. The payment went through. USPS' site went down as I was attempting to print the two labels. I cannot get access to the "Print Label" page on USPS to either print my labels or cancel the labels. I cannot request a refund through USPS since I cannot get to the Print Label page on USPS so that I may see the Customs Number. PayPal will not refund my payment for two labels from USA to Canada. The cost is over $15.
