Netflix Update 2.18 will not download on PS3 - LOCKED OUT

Netflix is forcing you to download the new 2.18 update for the PS3 but will crash upon download everytime at 0% to 50%. The strange thing is all the other PSN depended apps are still functioning at 100% such as WWE Network, HBO GO, You Tube, etc.. I have Comcast and every blog out there keeps saying thats the reason why its not working and their solution is use a different ISP or access point i.e. use you mobile hotspot but I dont have that capability...
