I was having the same issue. I have Comcast as my Internet provider, I don't know which providers the previous posters have but what I ended up doing was connecting my PS3 to the wireless hot spot on my phone and the 2.18 update for Netflix downloaded and installed perfectly. From what I can gather from researching the web, as of 10-20-14 Sony & Comcast servers aren't communicating with each other correctly. I've read that Sony is aware of the issue and trying to correct the issue along with Comcast. I hope that this helps others with the issue.
