I am having this issue also. When you call customer service they use the same website that I am using and get the error message.

Customer service is useless in this case. I couldn't even get them to agree that this situation needed to be dealt with.

I have tried to get to someone that can fix this issue. I have a case number, have had customer service forward my complaint to management with no luck.

I use a 3rd party service to print my postage. I call them and they have bulletins from USPS stating that package intercept is available to all of there costumer's. I mention this to USPS and they say that its the 3rd parties fault. USPS also says that the 3rd party is the one that generates the tracking number.Thats  a big lie or the are just not informed
