I had been getting this same error for the past 3 days, "Sorry, your transaction has been declined. Your transaction cannot be processed at this time with this payment type" but the transactions were still hitting my card as "processing"
Today I saw Hao's advice and called the USPS Tech Dept. 800-344-7779 and my account was back to normal in 3 hrs.
