Here are the two solutions to this problem:

Try this first: go to My Profile, Edit, Change This Address, fix anything that is obviously wrong, Verify This Address, once it's verified hit Continue twice. Then try to purchase postage. This worked for at least three people including me.

The second option is to call USPS's Internet customer care center and request your account be looked at and, if everything is ok, to unlock it. The phone number isĀ 800-344-7779.
