Ebay not loading

Ebay not loading and when it does only loads partially then freezes. And this is on all my computers, and my kids at their homes which are on other internet providers.
This has been going on for several days, since at least the 16th of Sept. 2013. I just got a notice to pay for something I bought, how can I pay for something when I can not
even get on.
