Can't transfer between accounts

It keeps telling me there's a problem loading the page and I have no idea if the money has transferred or not because i can't get into my account. It did the same thing yesterday. What is the problem with this bank? I'm sure they'll have no problem throwing a fee at me if there aren't sufficient funds in my account because I can't process a transfer online.
