Had the same problem trying to create an account with an EBT card. I took the advice and called Chase customer service and spoke with a very nice customer service rep. She said yes they are aware that the new site is having issues.
She recommended that before I sign up that I change my PIN number to my EBT card first. This has to be done with the government agency that issued the card. It's usually an automated process over the phone. Took me a few minutes to change the pin. Once you have the new pin, go back to the www.ucard.chase.com url and try and register again. When it asks for the new pin, put the pin you just created. In my case, as soon as I started to register the site recognized me and registration was easy.
The new site is not that bad but is definitely a work in progress. Hope this helps.
