Can't pay for items in cart, diverted to ebay sign in that doesn't do anything but sign in over and over

My ebay hasn't worked entirely as it should since the new check out. The last few times I've tried to pay, I go round and round back to the sign in page of ebay instead of paypal. Wondering if I should unlink my paypal account and then relink. Problem is, don't remember how I linked them. I've been buying on ebay for years.
Trying for 2 days to pay for items in my cart. Messed with cookies a little and finally got in a few days ago but doesn't seem to work this time. Added ebay to every safe list I know.
Again, I can sign on initially but when I want to pay takes me to sign in over and over, never getting anywhere.
