Frustration wit... on

I send many packages abroad, which requires me to use the USPS customs forms. The online link while handy is a lengthy process, but it is practical if you can get it to function.

Since September 2022, the customs form link on the USPS website has been down. I have called the agents online to remain on hold for hours or only to affirm that their customs link is down, and no knows when it will be working. When asked who one can contact, the online agent indicate “it’s the government, they have to fix it.” In other words, no name is given, apparently there is no one. 
I’ve gone to my local USPS office, the agents there tell me that they have nothing to do with the online USPS. It is as if there are two USPS’ that do not talk to each other. The local USPS points the finger to the online USPS. The online agents point the finger to this unknown entity called USPS, who is controlled by yet a larger entity called the government. Neither the large entity USPS nor government entity have a person behind them to actually talk to about the issue. 
Customs form process: The online customs link is a 14-step long process. The last step is the confirmation and review step before hitting the print button. When you hit the print button a PDF drops , to save for your records and to print out and affix the customs form onto the package. 
The issue: When I get to the 14th step, and hit the print button, no PDF drops. Nothing happens, the USPS program renders a blank page. You can start over again in hopes it will work but the same thing happens all the time. This has been going on since September 2022.
Last week (3/9/2023), I tried it again, but on the 11th step, I couldn’t get past it. The “continue” button was missing. Each time you finish a step there is a “continue” button to progress on. Well, the “continue” button was missing on the 11th step. I could not continue. 
I have tried the customs form link on 3 different PCs: Two different PCs in two different offices at work, two different PCs at home. I even had a colleague in South Carolina try in on his PC. He received the same issue.
The conclusion: The issue does not fall on my side, nor on my PCs. USPS has a problem on the website, on their link, and they don’t or won’t fix it. USPS does not listen to the users either. I don’t understand this.  
USPS acts as if they are living in an underdeveloped country.
