Cant login to my acct

Tried loging in to my acct on 1 21 but could not. After being able to on the 29th to pay my bill it was saying PASS DUE. Ok so payed the past due. and it seems the bill went up as well. Tryed to login since and have been unsuccesful. I also recieved a shut off notice in the mail. I dont understand that most of all because one its not my fault the site is down and two Ive been late before and have not recieved a shut off notice. Making me question my provider selection.
