Will not do outbound or inbound email

Not cosnistent today at all, very frustrating with the DSL.  Email via Outlook simply refuses to send; I must work at it in order for it to do so.  Acts like it sends, but doesn't - when finally I resend another email asking if person rec'd the other, they reply that they had not rec'd the first one.  FIX THE GOD DAMN LINES, ATT.  Cox cable has a very good offer of $20 for 12 months.
