can't receive emails on bellsouth.net account

I can send, but not receive.

most of the day has had up to 5 hr delays, and now it's even longer, maybe never, based on tests.

I'm in the Raleigh area.

Why doesn't someone from AT&T fess up, and explain what's going on?
This is unacceptable service.  Seems to happen several times a year.
