Previously it was a charter issue when this happened about a month ago. It's down again now!

I'm with Charter too and still can't connect to AOL. I can with my phone with WiFi turned off.
Peterson's advise worked for me too.
AOL has been inaccessible for two days via Charter. I suppose AOL didn't make its monthly payment to Charter. It is accessible using my AT&T cell phone.
