Can not pick up cash

Not able to pick up cash that someone sent to me. Two different stores said the Western union was down, but I don't understand how it's down if the person was able to send the money

Tried to track a transfer. It comes up with a text saying "We're sorry, theres been a technical problem. Please try again later".
